fix+style: 修复中文乱码，主题改为深色侧边栏+浅灰内容区

- application.yml 强制 UTF-8 响应编码
- 前端主题：深钢蓝侧边栏 + 浅灰(#f0f2f5)内容区 + 工业蓝主色
