feat(oa):为项目计划步骤添加日期时间格式化注解

-为 startTime 字段添加 JsonFormat 和 DateTimeFormat 注解
-为 endTime 字段添加 JsonFormat 和 DateTimeFormat 注解- 设置日期时间格式为 yyyy-MM-dd HH:mm:ss
- 配置时区为 GMT+8
