refactor(wms): 重构工艺流程页面为表格展示模式

- 将左侧工艺列表改为表格展示，新增工序方案功能
- 实现工序步骤拖拽排序和编辑功能
- 添加新建和编辑工序方案弹窗界面
- 集成用户选择和工序步骤管理功能
- 优化页面布局和交互体验
- 更新数据展示格式和空状态处理
