feat(config): 更新开发环境数据库连接配置

Browse Source 
- 将数据库URL从klp-oa更改为klp-oa-test
- 保持其他数据库连接参数不变
- 确保开发环境使用独立的测试数据库
- 维持批处理优化和其他连接属性配置
