feat(wms): 添加历史钢卷待操作记录查询功能

- 在 IWmsCoilPendingActionService 中新增 queryStaleActionPageList 方法
- 在 WmsCoilPendingActionController 中添加 staleList 接口
- 在 WmsCoilPendingActionMapper 中增加 selectStaleActionVoPagePlus 方法
- 在 WmsCoilPendingActionMapper.xml 中实现对应的 SQL 查询
- 在 WmsCoilPendingActionServiceImpl 中实现查询逻辑
- 查询关联钢卷已是历史钢卷且操作未完成的记录，支持分页展示
