Merge remote-tracking branch 'origin/0.8.X' into 0.8.X

- 在SqlServerApiBusinessService中新增getSegByHotCoilId方法
- 在SqlServerApiClient中新增queryProSegByHotCoilId数据库查询接口
- 在SqlServerApiController中新增/seg-by-hotcoil/{hotCoilId} REST API端点
- 实现基于HOT_COILID字段的数据库查询逻辑
- 添加相应的JavaDoc注释说明功能用途
